Sisenemis- ja väljumisloa andmise korraldus

• Külalistele annab sisenemis- ja väljumisloa telefoni või suusõnaliselt sadamakapten või sadama korrapidaja.

Sadamakapten või korrapidaja võib keelata laeva väljumise sadamast, kui:

• on tasumata sadamatasud või sadamast tellitud teenused
• selleks volitatud pädev ametiasutus annab vastava korralduse
• laev ei ole visuaalsel hinnangul meresõidukõlblik
• laevapere ei ole komplekteeritud nõuetekohaselt
• ohutut meresõitu, inimeste tervist või keskkonda ohustavate muude tegurite olemasolul

Sisenemis- ja lahkumisteatise menetlemise korraldus

Sisenemisloa (välja arvatud hooajaline klient) saamiseks tuleb edastada järgmised andmed:

• Veesõiduki nimi 
• Tüüp
• Sadam, kust saabuti
• Saabumise aeg

Sisenemisloa annab sadamakapten või korrapidaja, edastades veesõidukile vajaliku info ja määrates kaikoha.

Karantiini-, tolli- ja piirivalveformaalsuste ning dokumentide vormistamise korraldus

• Laeva lahkumisel kolmandate riikide sadamatesse peab laev enne Eesti territoriaalvetest lahkumist täitma nõutava piiri- ja tolliformaalsused lähimates rahvusvaheliseks liikluseks avatud piiripunktides. Laevade ja nende meeskonnaliikmete ja reisijate suhtes, kes lahkuvad või saabuvad sadamast kolmandasse riiki (mitte-Schengeni liikmesriiki) tuleb läbida piirikontroll. Piirikontroll tuleb läbida enne kolmandasse riiki lahkumist või kolmandast riigist saabumist mõnes Schengeni liikmesriigi rahvusvaheliseks liikluseks avatud piiripunktis. Piirikontrolli teostamisel võetakse aluseks seadusandlikest õigusaktidest tulenevaid nõudeid.

7. Nõuded sildunud veesõidukitele

Keelud, kohustused, piirangud ning muud tingimused

• Veesõidukitel on õigus kasutada Westmeri Jahisadama kaikohti vastavalt sadama kodukorra järgi. 
• Kellel ei ole vastavalt Westmeri Jahisadama kodukorra järgi kaikohta, võetakse kui külalislaevu ja neid maksustatakse kui külalislaevu.
• Külalislaevadele on sildumiseks betoonkai.
• Sadamakapteni korraldused, mis puudutavad veesõidukite seismist või ümberpaigutamist sadamas, on veesõidukite omanikele kohustuslikud.
• Veesõidukite sildumisotsad peavad olema kinnitatud nii, et oleks tagatud ohutu seismine sadamas igasuguse ilmaga ja ka naaber laevadele.
• Kõikidel sadamas seisvatel veesõidukitel peab olema nõuetekohane märgistus (nimi või number laeva pardal).
• Kapten peab kindlustama inimeste ohutu veesõidukile peale- ja mahamineku eest. Sadam ei vastuta veesõiduki omaniku vara eest.
• Kaldavoolu kasutamine tuleb kooskõlastada sadamakapteniga. Kui tuulekiirus ületab 18 m/s või veetase on +90 cm on veesõiduki omanikud kohustatud lülitama kaldavoolu välja.
• Veesõiduki vette laskmine ja väljatõstmine tuleb kooskõlastada sadamakapteniga. Ohutuse eest vastutab veesõiduki omanik või teda esindav isik.
• Veesõiduki talvitumiseks sadama territooriumil peab olema veesõiduk tõstetud kiilplokile või treilerile, mis tagab laeva ohutu seismise.
• Kõikidel väikelaeva kiilplokkidel ja treileritel peab olema väikelaeva nimi või number. Ilma markeerimata sadamasse jäetud kiilplokid loetakse kui omanikuta kiilplokkideks ja võidakse likvideerida.

Sadamas on keelatud:

• ilma sadamakapteni või korrapidaja loata veesõiduki ümberpaigutamine ning veest välja ( vette ) tõstmine
• väikelaeva omavoliline elektrivõrku lülitamine
• kasutada väikelaeval WC, kui puudub fekaalvee kogumise paak
• kanistrite, õli ja kütuse vaatide hoidmine kail
• prahi viskamine vette ja kaile
• paigaldada jäätmeid mujale kui selleks ettenähtud konteinerisse
• veesõiduki kapteni või teda asendava isiku loata veesõidukile minek
• pidada veesõidukis vaktsineerimata loomi
• kuulata veesõidukis valju muusikat või käituda rahu häirivalt alates 22.00 kuni 09.00

Westmeri Jahisadam ei vastuta kahju eest, mis võib tekkida Westmeri Jahisadama valvega territooriumil ja akvatooriumil salajaste varguste tormi või tuleõnnetuse tagajärjel.

Sildunud veesõidukite sise- ja tekitööde, müra ja jäätmeid tekitavate tööde teostamise, keevitustööde, lahtise tulega tööde, pardataguste tööde, paatide ja parvede veeskamise, ballasti pumpamise ja tankide pesemise ning peamasina remondi korraldus

• Veesõiduki omanik on kohustatud kooskõlastama sadamakapteniga (sadama korrapidajaga) tööd mis tekitavad suurt müra ja prahti. Kevadisel veesõiduki veealuse osa puhastamisel vanast mürkvärvist ja uue värviga katmisel peab selle omanik tagama sadama territooriumi puhtuse. 
• Veesõiduki alune pind tuleb katta kilega.
• Keevitustööd ja teised tuletööd veesõidukites ja sadama territooriumil on lubatud ainult sadamakapteni (sadama korrapidaja) loal. Loa saamisel tuleb tööde alustamisest ja lõpetamisest teavitada sadamakaptenit (sadama korrapidajat).
• Pardatagustest töödest tuleb informeerida sadamakaptenit (sadama korrapidajat) ja võtta tarvitusele abinõud, et garanteeritakse sadama akvatooriumi vee puhtuse säilimine.

8. Veeliikluse korraldamine akvatooriumil

Veesõidukitele esitatavad nõuded sadama akvatooriumil liiklemisel normaal- ja eritingimustes, manööverdamisel ja ümberpaigutamisel

• Sadamasse sisse- ja väljasõit on keelatud kui tuulekiirus on üle 17 m/s ning nähtavus alla 50 m. Vajadusel võtab otsuse vastu sadamakapten koos veesõiduki kapteniga arvestades veesõiduki tehnilisi iseärasusi. 
• Westmeri Jahisadama veealal liigeldes kehtivad Rahvusvahelised laevade kokkupõrke vältimise reeglid.
• Veesõidukite üheaegsel sisse- ja väljasõidul kehtib sadamast väljuva eelistus, v.a. juhul kui tegu on hädaolukorraga.
• Sadama veealal liiklemisel ja manööverdamisel peab veesõiduki kapten valima sellise kiiruse, mis ei tekita ahtrilainet, kuid mitte üle kolme sõlme. Liiklemine või manööver peavad olema ohutud nii oma veesõidukile kui ka teistele veesõidukitele.
• Veesõidukite ümberpaigutuseks sadamas võib loa anda ainult sadamakapten või sadamakorrapidaja.

Sildumise korraldus

• Westmeri Jahisadamas alalist kohta omavad veesõidukit silduvad ettenähtud kohas.
• Eriolukordadel (tugeva tuule puhul) võib eelnevalt sadamakapteniga kokkulepitult silduda sadama varjulisemate kaide ääre.
• Westmeri Jahisadamas alalist kaikohta mitteomavatele veesõidukitele määrab sildumiskoha sadamakapten (sadama korrapidaja) külalistele ettenähtud kohtades või mõnel muul vabal kohal. 
• Sildumis- ja poiotsad tuleb kinnitada ja vendrid kohale asetada nii, et ohutu seismine oleks tagatud iga ilmaga. Vendrid peavad olema sildunud veesõidukil väljas mõlemas poordis.

Pukseerimise korraldus

• Pukseerimistöid sadamas võib teha ainult sadamakapteni loal.

Tuleohutusnõuded sadamas seisvatel laevadel:

• Sadamas seisvate veesõidukite pääste- ja tuletõrjevarustus peab olema töökorras ja vastama kehtestatud nõuetele
• Tuleohtlikud tööd veesõidukil peavad olema kooskõlastatud sadamakapteniga (sadama korrapidajaga)
• Tulekahju likvideerimist veesõidukil juhib veesõiduki kapten või teda asendav isik. Jahi kapteni puudumisel juhib tulekahju likvideerimist sadamakapten või sadama korrapidaja

Arrangement of notification of entry and exit intention

Order of entry and exit permit

• Guests are granted entry and exit by telephone or word of mouth by the Harbor Master or the Port Steward.

The master of the port or the steward may prohibit the ship from leaving the port if:

• there are unpaid port dues or services ordered from the port
• the competent authority empowered to do so gives the appropriate instructions
• the ship is not visually seaworthy
• the crew is not properly manned
• in the presence of other factors endangering safe navigation, human health or the environment

Organization of entry and exit notice processing

To obtain an entry permit (except for a seasonal customer), the following information must be provided:

The entry permit is issued by the harbour master or steward, forwarding the necessary information to the vessel and designating the berth. The arrival and departure of the vessel must be registered in the port entry and exit registration book, which is located in the port office. 

Organization of quarantine, customs and border guard formalities and formalization of documents

• Upon the departure of a ship to the ports of third countries, the ship must complete the required border and customs formalities at the nearest border crossing points open to international tra c before leaving Estonian territorial waters. Ships and their crew members and passengers departing from or arriving in a port in a third country (non-Schengen Member State) must be subject to border checks. Border checks must be carried out before leaving or arriving in a third country at a border crossing point open to international travels in a Schengen Member State. Border control is based on the requirements arising from legislative legislation.

7. Requirements for moored vessels

Prohibitions, duties, restrictions and other conditions

• Vessels have the right to use the berths of Westmeri Marina in accordance with the port regulations.
• Anyone who does not have a berth in accordance with the rules of the Westmeri Marina shall be considered as guest ships and are taxed as guest ships.
• There is a concrete berth for mooring ships.
• harbor Master 's orders concerning the parking of vessels, or relocation in port is mandatory for craft owners.
• The mooring ends of vessels must be fixed in such a way as to ensure safe standing in the port in all weathers and also to neighbouring vessels. All vessels at berth in the port must be properly marked (name or number onboard).
• The master must ensure the safe embarkation and disembarkation of persons and the protection of property on board. The port is not responsible for the property of the owner of the vessel.
• The use of shore currents must be coordinated with the Harbor Master. If the wind speed exceeds 18 m / s or the water level is +90 cm, the owners of the craft are obliged to turn on the shore current.
• The launching and lowering of the craft must be coordinated with the harbormaster. The owner of the craft or a person representing him is responsible for safety.
• In order for the craft to winter in the territory of the port, the craft must be lifted on a wedge block or trailer, which ensures safe standing of the ship.
• All wedge blocks and trailers of the recreational craft must have the name or number of the recreational craft. Wedge blocks left unmarked in a port shall be considered as ownerless wedge blocks and may be liquidated.

It is prohibited in the port:

• relocation of the craft without the permission of the Harbor Master or Steward and out of the water lifting out (into the water)
• unauthorized connection of a recreational craft to the electricity grid
• use the toilet on a recreational craft if there is no faecal water collection tank
• storage of canisters, oil and fuel drums on the quay
• throwing rubbish into water and quays
• place the waste in a container other than the one provided for that purpose
• boarding without the permission of the master of the craft or his deputy
• keep unvaccinated animals on board
• Listen to loud music on the watercraft or disturb the peace from 22.00 to 09.00

Westmeri Marina is not liable for any damage that may occur in the guarded territory and waters of Westmeri Marina as a result of a secret theft storm or fire accident.

Organization of interior and deck work on moored vessels, noise and waste-generating work, welding work, open  re work, behind-board work, launching boats and rafts, ballast pumping and tank washing, and main engine repair

• The owner of the watercraft is obliged to coordinate with the Harbor Master (port steward) work that generates a lot of noise and debris. During the spring cleaning of the underwater part of the craft from the old toxic paint and covering it with new paint, the owner must ensure the cleanliness of the port territory. 
• The surface under the craft must be covered with film.
• Welding and other  re work on watercraft and in the port territory are allowed only with the permission of the Harbor Master (port steward). 
• The harbor master (harbor steward) must be informed about the work behind the board and measures must be taken to guarantee the preservation of the water purity of the harbor water area.

8. Organization of water traffic in the water area

Requirements for watercraft when moving in the water area of  the port under normal and special conditions, maneuvering and repositioning

• Entry and exit to the port are prohibited if the wind speed is more than 17 m / s and the visibility is less than 50 m. If necessary, the decision shall be made by the Harbor Master together with the master of the vessel, taking into account the technical characteristics of the vessel.
• Valid when navigating in the waters of the Westmeri Marina International ship collision avoidance rules.
• At the simultaneous entry and exit of watercraft, preference for leaving the port applies, except for in the event of an emergency.
• When navigating and manoeuvring in the water area of the port, the master of the vessel must choose a speed that does not generate a stern wave, but not more than three knots. Tra c or the manoeuvre must be safe both for its own craft and for other craft.
• Only the Harbor Master or the Harbor Master may authorize the transfer of vessels in the port.

Arrangement of mooring

• Vessels with a permanent place in Westmeri Marina are moored in the designated place.
• In special situations (in case of strong wind) it can be agreed with the Harbor Master in advance to moor at the edge of the shaded berths of the port.
• For a craft that does not have a permanent berth in the Westmeri Marina, the mooring place shall be determined by the Harbor Master (port steward) in places reserved for guests or in another free space.
• The mooring and buoy ends must be secured and the fenders positioned so that safe standing is guaranteed in all weathers. The fenders must be moored on the vessel in both ports.

Towing arrangement

• Towing work in the port may be performed only with the permission of the Harbor Master.
